Job Description

Overview Since 2014, the United Nations Development Program through its Biodiversity Finance Initiative (BIOFIN) Project has supported the Philippine Government in articulating the financial resources needed to maintain a healthy biodiversity portfolio. BIOFIN, in collaboration with the Department of Natural Resources Biodiversity Management Bureau, has conducted assessments including the Policy and Institutional Review (PIR), Public and Private Biodiversity Expenditure Review (PPBER), and assessment of financial needs (cost and gap analysis of implementing the Philippine Biodiversity Strategy and Action Plan, PBSAP). These assessments contributed to the development of a Biodiversity Finance Plan. Based on insights from these assessments, the Plan emphasizes tapping additional financing to support the Philippines’ biodiversity agenda, primarily through PBSAP 2028-2040. It identifies a range of finance solutions that leverage finance, fiscal and economic tools to improve biodiversity outcomes. Financing solutions include generating more financing, proper attribution of biodiversity expenditures in the budget, efficient budget execution, eliminating unnecessary biodiversity expenditures, and creating a supportive policy environment with greater awareness and institutional support for monitoring PBSAP. Resource mobilization strategies target private sector and citizenry engagement, including CSR, crowdfunding and financial technology. Since 2019, BIOFIN has collaborated with Cash in identifying partners for forest restoration via its Forest app. In 2021, BIOFIN engaged with UBX (fintech arm of UnionBank) to explore a partnership for biodiversity‑friendly enterprises (BDFE) and protected areas (PA) via an online platform, which has since been decommissioned. Initiatives beyond CSR will continue to be explored. A mobile game, Animal Town, has been developed and launched. Proceeds or impact of the game are intended to support conservation efforts at selected protected areas and species programs. BIOFIN has also explored non-fungible tokens as a finance solution through the Art for Nature campaign, auctioning nature photography and video from Tubbataha Reefs Natural Park in 2024. BIOFIN and BMB recently met with the Department of Tourism (DOT) to identify partnerships to promote and raise funds for protected areas. DOT proposed partnerships with hospitality-related establishments to drive ecotourism and support the National Ecotourism Strategy Action Plan. Scope of Work The objectives of the assignment are: a. To strengthen and expand partnerships with private sector entities b. To operationalize ongoing initiatives and develop new opportunities for innovative biodiversity finance c. To coordinate activities that directly lead to resource mobilization for conservation. The Consultant, under the supervision of the BIOFIN Project Manager and the Senior Regional Technical Advisor, will: On partnership development, identify and engage private sector, fintech and CSR partners. Partnerships can be formalized through MOUs or agreements as needed and may involve entities beyond UNDP. Opportunities for partnership will be based on PBSAP 2024-2040 priority projects and current initiatives. On program implementation, manage ongoing initiatives with GCash (GForest), UBX and others, ensuring deliverables are met. For GCash, finalize MOA between Cash and UNDP; implement MOA upon signing; identify partners for Forest; ensure partner selection warrants Cash’s approval and explore a potential Cash–BMB partnership. For UBX, explore additional partnership opportunities. For Animal Town and Art for Nature, coordinate with partners on technical and promotional activities. Private sector may co-brand with Animal Town by supporting game upgrades to expand its community of players. For the “Year of Protected Areas” campaign, identify and support activities related to proposed partnerships with hotel associations, airlines and other hospitality establishments. Potential beneficiaries or pilots include Biodiversity Corridor Project sites. In coordination with BMB, conceptualize campaigns or partnerships on sustainable consumption and production focusing on food waste and related issues. BIOFIN PMU shall provide all administrative support for program implementation activities. On fundraising and promotion, design and implement promotional activities for BIOFIN initiatives targeting resource mobilization and assist in developing proposals, presentations and communication materials for partners and donors. Attend private-sector related BIOFIN finance-solution activities and provide inputs on private sector policy reviews as applicable. Attend related project meetings and submit reports to BMB and UNDP.
